What the official documents say.

CAAP
All RPAs used commercially must be registered with CAAP regardless of weight. CAAP lists drone registration, a controller certificate and an RPAS Operator Certificate for commercial operations. PCAR Part 11 covers agricultural operations with RPA, including the remote pilot license.
CAB
CAAP’s COA checklist for RPAS lists a CAB Certificate of Public Convenience and Necessity for agricultural operations, plus third party liability insurance.
FPA
FPA Memorandum Circular No. 2024-25 governs pesticide application using RPAS. FPA’s application form for a Commercial Drone Spraying Operator License asks for the drone controllers and drone spray supervisor and their ID numbers. FPA said in March 2026 it plans a new circular with CAAP that will revise MC 2024-25.
Local government
LGUs can have their own ordinances on spraying. We check before quoting.
